The issue of political development and the study of the obstacles hindering it has been among the most prominent concerns in Kuwait, particularly among those interested in this matter. This issue has also permeated Kuwaiti society across its various segments since the early 1990s, when many analysts began focusing on the absence of democracy and political participation, and the resulting lack of accountability and transparency. This is considered the primary reason for the decline of Arab societies and the increase in problems they generally face, particularly within Gulf political systems, and especially in the Kuwaiti system-which possesses many elements that support its transition towards democracy-yet differs from other Arab systems only in a few limited aspects. The study seeks to address the process of developing the capabilities of the political system in Kuwait since the liberation of Kuwait in 1991 until the present time, and to study the obstacles that stand in the way of the development of the capabilities of the Kuwaiti political system by identifying the mechanisms and means of political development in Kuwait, and the most important areas of development required, in addition to identifying the problems and obstacles facing the process of developing the capabilities of the political system in Kuwait and how to address them, while trying to predict the future of the political development process of the capabilities of the Kuwaiti system in particular and political reform and democratic transformation in Kuwait in general.
